Hindi Diwas (Hindi Day) is observed every year on 14 September in India. The day commemorates the historic decision taken on 14 September 1949, when the Constituent Assembly adopted Hindi in the Devanagari script as the Official Language of the Union.

Significance of Hindi Diwas

Hindi Diwas highlights the importance of promoting Indian languages, improving citizens' access to administration, and preserving India's linguistic heritage.

It also reminds us that democratic governance becomes more effective when citizens can understand government information and public services in a language they are comfortable with.

Along with Hindi, the digital and technological development of other Indian languages can play an important role in promoting inclusive governance, digital inclusion, and the democratization of knowledge.

History of Hindi Diwas

After independence, India faced an important question regarding the choice of language for administration. The Constituent Assembly held extensive discussions on this issue.

Eventually, on 14 September 1949, Hindi in the Devanagari script was adopted as the Official Language of the Union.

The Constitution came into effect on 26 January 1950, along with its constitutional provisions relating to official languages.

According to government records, the decision to observe 14 September as Hindi Diwas was taken in 1953.

Thus, the objective of Hindi Diwas is not merely to celebrate the Hindi language but also to encourage its use in government work and public life.

Is Hindi the National Language of India?

No. Hindi is not the National Language of India.

The Constitution of India does not declare any language as the “National Language.”

Under Article 343 of the Constitution, Hindi in the Devanagari script is the Official Language of the Union.

Therefore, the terms “National Language” and “Official Language of the Union” should not be used interchangeably.

Article 343 and Hindi

The provisions relating to official languages are contained in Part XVII of the Constitution of India.

According to Article 343(1):

  • The Official Language of the Union is Hindi.
  • The script of Hindi is Devanagari.

The Constitution also provided for the continued use of English for the official purposes of the Union for the initial period of 15 years.

Official Languages Act, 1963

After the initial 15-year period prescribed by the Constitution, the Official Languages Act, 1963 became important for maintaining the administrative language framework.

Under the Act, English may continue to be used along with Hindi for official purposes of the Union and for the business of Parliament.

Therefore, it is incorrect to assume that all official work of the Government of India is conducted only in Hindi.

Article 351 – Duty to Promote the Hindi Language

Article 351 places a special responsibility on the Union regarding the promotion and development of the Hindi language.

Its objective is to develop Hindi so that it can serve as a medium for expressing the elements of India's composite culture.

The Official Language Resolution, 1968 also emphasized the promotion and development of Hindi and its progressive use for official purposes of the Union.

Role of the Department of Official Language

The Department of Official Language functions under the Ministry of Home Affairs, Government of India.

Its primary objective is to promote the progressive use of Hindi in the official work of the Union and to assist in implementing constitutional and statutory provisions related to the official language.

The Department of Official Language was established in 1975.

To promote the use of Hindi in government offices, various programmes are organized around Hindi Diwas, including:

  • Hindi Fortnight (Hindi Pakhwada)
  • Hindi Month

Major Challenges for Hindi

There is a need to expand the availability of high-quality Hindi content for higher education, science, and technical fields.

Administrative Hindi also needs to become more simple, accessible, and citizen-friendly.

At the same time, language policy must respect India's multilingual nature.

The development of Hindi should take place through cooperation and coordination with other Indian languages, rather than through linguistic competition.
